Time Format Issue

I don't think so  :dunno: , I registered a new user not long ago and it still needed the fix for him to get dates etc correct.  At some point Dante will get around to a total fresh clean install on his server and then I suspect the time format and a few other bugs will go away. Not to mention a deprecated function that keeps filling up the error logs  :facepalm: .
